Use when user asks for:
- Lower circuit limit price
- Trading halt lower bound
- Minimum price before circuit breaker triggers
- Low limit price for a stock

Do NOT use when:
- Need upper circuit limit -> use HighLimit()
- Need daily low price -> use Low()
- Need real-time intraday low -> use RTI_Low()
- Need 52-week low -> use Week52Low()
