Returns the price change from X minutes ago

Returns the absolute dollar price change from X minutes ago for real-time intraday analysis.

Use when user asks for:
- What is the price movement from X minutes ago?
- How much has the stock changed in dollar terms over the last X minutes?
- Intraday dollar change since X minutes ago

Do NOT use when:
- User wants percentage change rather than absolute dollar change -> use RTI_PriceChangePct_X_Min_Ago()
- User needs the actual historical price, not the change amount -> use RTI_Price_X_Min_Ago()
- User wants end-of-day change data -> use PriceChange()
