Returns historical leverage ratio for a company

Returns the historical ratio of total liabilities to total assets as a percentage, measuring overall financial leverage and debt burden.

Use when user asks for:
- What was the liabilities to assets ratio historically?
- Historical debt burden as percentage of assets
- Past period total leverage percentage

Do NOT use when:
- User wants a different leverage ratio calculation -> use hf_Leverage_ratio()
- User needs absolute liability figures -> use hf_Total_Liabilities()
- User wants current period leverage ratio -> use Total_liabilities_as_percentage_of_total_assets()
