Returns the last price for an intraday bar

Returns the timestamp of the most recent executed trade for a given stock symbol, showing when the last transaction occurred.

Use when user asks for:
- Last trade time
- When was the last trade
- Most recent transaction timestamp
- Trade timing information

Do NOT use when:
- Need last trade price -> use RTI_Last()
- Need trading volume -> use RTI_Volume()
- Need trade count -> use RTI_TradeCount()
