About House Price Index (FHFA All-Transactions)

What it measures

The FHFA All-Transactions House Price Index (FRED series USSTHPI) measures single-family home price movements across the United States using a repeat-sales methodology, drawing on both purchase prices and refinance appraisals for mortgages bought or guaranteed by Fannie Mae and Freddie Mac. The Federal Housing Finance Agency publishes it quarterly, and comparable indexes exist for every state and many metropolitan areas.

Why it matters

Housing is the largest asset for most American households, so this index underpins estimates of homeowner equity, wealth effects on consumption, and mortgage credit risk. Its conforming-loan source data give it broad geographic coverage, including smaller markets other indexes miss. Lenders, insurers, and policymakers use FHFA indexes to track collateral values, set loan limits, and monitor regional housing imbalances.

How to read it

Repeat-sales indexes filter out shifts in the mix of homes sold, but the all-transactions version includes appraisal values from refinancings, which respond sluggishly and can smooth true price movements. Coverage excludes homes financed with jumbo or government-insured loans. National declines are historically rare outside severe downturns, so even a flat reading marks unusual weakness; state-level dispersion often tells a richer story than the aggregate.
